Once at the destination, a qualified operator will provide fumigation clearance services, which is required for safe discharging and this also conforms to marine fumigation efficacy.

The common fumigation clearance checklist is as follows:

Venting and degassing of shipping containers

Some toxic gases in the containers originate from the cargo itself or the packaging material. Other substances are specifically added to preserve products or to control pests. Opening and entering non-degassed containers can pose serious health risks, which is where degassing comes into play.

According to Gafta, an organization that promotes international trade, Degassing is the “process at the end of the exposure period, after the fumigation enclosure is unsealed, when the fumigant gas desorbs and diffuses out of the product that was fumigated and the fumigation enclosure.”

There are always local rules and requirements that might differ from port to port. PELIAS is always in alignment with those rules, which provide safety when degassing before cargo is discharged. There is also an international regulation we follow regarding the safe level of gas (TLV 0,1 – 0,3 ppm), which we monitor in our gas inspection of the fumigant while in the working zone. Once we have established this level, the discharge process can begin.

PELIAS focuses on preventing delays and keeping costs as low as possible, during and after degassing.

During the fumigation process, volatile organic compounds (VOCs) treat areas where pests are present or could be present while shipping. These VOCs remaining in the cargo and holds following fumigation need to be expelled via a degassing process.

After the sealed areas are unsealed, the VOCs are degassed using one of three:

  • Natural ventilation
    Simply unsealing the fumigation areas will passively allow the VOCs to be released via a natural ventilation process, allowing the wind to carry the gas away.
  • Mechanical ventilation
    Similarly, mechanical ventilation begins by unsealing the fumigated areas, but in this situation, a door is fitted to a specific area where mechanical ventilation units place that pushes clean air into the fumigated area. This is considered a faster, more active method of releasing the VOCs, which allows the cargo to be taken off at a faster rate.
  • Force extraction ventilation
    Another active and mechanical method of degassing the utilization of a vacuum tube, which is placed in the fumigated area. Unsealing the cargo allows fresh air to replace the gaseous air that is sucked out via the vacuum tube. This is also a preferred method for clients requiring a speedy unloading process.

The amount of time it takes to degas the cargo, holds and containers vary depending on a number of factors, including the size of the fumigated areas, the way goods are stacked, atmospheric (climatic) conditions, the filling grade of the container, and type of fumigant and concentration of it within the containers.

Gas Free Certificate (Fumigation Clearance Certificate)

The document PELIAS gives to our clients upon the completion of the degassing process is called the Fumigation Clearance Certificate (or Gas Free Certificate). Often, the process will occur just prior to reaching the destination, which means you will have the certificate indicating safe levels of fumigant upon arrival. This means workers will be able to gain access to the areas and offload them in a timely manner.

The following are the factors that PELIAS experts take into account when deciding the order and speed of aeration:

  • Concentration of fumigant inside the enclosure
  • Fumigant ventilation requirements
  • Volume of the enclosure in which the fumigation took place
  • Weather conditions, including temperature, humidity, wind speed and direction
  • Proximity to buildings in which people live

After considering all of these factors, the degassing process can be completed and the remaining residue disposed of. The Gas Free Clearance Certificate can then be shown to the port authorities at the destination for the all-clear.
